The Council's Role

The GTCW has three roles:

Regulatory role

We maintain the Register of qualified teachers in Wales. All qualified teachers teaching in state schools in Wales must be registered with the GTCW.

We set out the professional expectations of teachers in the Code of Professional Conduct and Practice (PDF 115k).

We are responsible for investigating and hearing cases of professional misconduct or incompetence on the part of registered teachers.

Advisory role

We advise the Welsh Assembly Government and other organisations on teaching issues, for example, continuing professional development and the recruitment, retention and supply of teachers.

Operational role

We can carry out activities to promote the continuing professional development of teachers and teacher recruitment. Currently, we administer funding programmes for the Welsh Assembly Government designed to meet teachers’ professional development needs during their first three years.

We also determine the award of Qualified Teacher Status and issue Induction certificates to new teachers who meet the required standard after one year of teaching. We are also the independent appeals body for teachers who wish to appeal against the outcome of their induction year.
